I made one with cardboard and Woodglue. Created the face out if a few extra interlocking garage floor mats. Frayed a rope and glued it between the layers for a handle. Sent from my SM-G920V using Tapatalk
a lot of good ideas. for the price of targets these days its a lot cheaper to try and make one yourself
EVA (Ethylene-vinyl acetate) foam is what you want to get. It's a very dense but lightweight material. Your local foam shop should carry it, or you can easily find it online. My local company sells 4" thick sheets that are 4ft wide. The stuff is a bit pricy, but it will stop arrows for sure.

I made some out old bifold exercise mats that were being thrown away at work. I folded them is half and stacked the five deep inside a wood frame that I made.
