Rain gear is never quiet every movement makes noise, if it is raining just gut it out in the regular camo.
Ive used Gander Mountains rain gear the past 8 years. Soft outer shell, its quiet and slightly insulated. Works great.
Whenever I wore rain gear I have always put it on before my fleece sent loc jacket. Doesn't make noise that way and you still stay dry
All of my camo is water proof (and quiet), so I don't have to worry about bringing two separate sets into the woods. Most regular rain gear is too noisy.
I did a lot of research before investing money in raingear before finally selecting Rivers West. It is quiet, dry, and windproof...I can't recommend it enough. If you pay attention to their online shop (cascade direct I believe it is), you can score some great deals on it as well.

I agree some of my best hunts are in the rain. There is less hunters out and movement and scent are a little forgiving
