I bought a used 70 lb Matthews No Cam and when I have it cranked up all the way and test the draw weight it only comes out to 67 lbs. My scale is accurate I believe. Is this common or is something else going on?

I think its common. Over time the string will stretch a little bit.

Check specs. Brace, ATA etc. un-twisting cables increases draw weight. Twisting string increases draw weight too. Just want to stay close to specs if possible.

I think you have is backwards. Twisting cable (shortening) will increase dw. Untwisting string (lengthening) will increase dw too.

Yep, put a twist in each cable and you will get 70#.
