I haven't shot my bow in over two years due to just not having time and a shoulder injury. My bow has been in its case the whole time in my basement. My question is should I have it re-strung before starting to shoot again?

It should be fine, maybe throw some bowstring wax on it if anything.

Check it over for anything noticeable but you should be fine. If you said 7-10 years Then I would definitely say yes.

like mentioned above, u should be sitting alright!

just a tip i do with all my friends bows/strings. glob on some wax ( u choose natural beeswax ) and take a hair dryer to melt the wax... from start to finish, it takes me 30 min to do this to a bowstring, this over every square inch of the string, every nook and cranny, from string on the cams to the strans holding the peep.
