I'm about to become a spouse of a grandchild of someone who owns land in VA. Am I missing something? Even though I'm a non - resident I don't need a license? I believe you are right. VA rules seem to be written just to catch someone doing something illegal but I have never read other states laws either so it may be this way everywhere. To me it sounds like you wouldn't have to buy anything although I thought you still had to buy the deer tags but maybe not.
