Go North. There are thousands of acres of public land near the Bemidji and Walker area and even further north than that. I've got a buddy that lives in Bemidji and he says there are lots of bears up there, but the only way you're gonna see one is to bait an area. But as far as bear hunting goes that's really all I know.
Before kids i used to bear hunt the Bemidji area. Lots of public land. You must bait. It was 10 hour drive each way and worth it.
I also bear hunt in the Bemidji/Walker area. Plenty of public land but is getting awful tough to draw a tag. The hunt is great, your real time and money will be spent on baiting. Worth it though- there is nothing like seeing your first bear coming into your bait! Good luck
